Table 3.3 shows the overall budget-balancing strategies chosen by survey respondents. The table shows that only 13.4% of the respondents chose to solve the budget problem in Eugene solely through service cuts. On the other hand, only 10.8% funded the gap exclusively through revenue enhancements. When faced with a budget gap of at least $8 million (the gap could be higher if the respondent chose to add any of the five possible service enhancements), the vast majority of respondents chose some combination of service cuts and revenue enhancements. When faced with a realistic look at the options for service reductions, that is, no free lunch, the overwhelming majority of respondents chose to raise at least some revenues.
